Biographical notes: Mtre. Lise Girard, Chair
Mtre. Lise Girard became a member of the Barreau du Québec in 1993. She has been President and a member of the Financial Markets Administrative Tribunal since February 11, 2014. She was chief prosecutor at the Autorité des marchés financiers (AMF) from 2012 to January 29, 2014, the date of her appointment to the Tribunal administratif des marchés financiers. From March 2006 to February 2012, she was director of the legal department at the AMF. Before joining the Autorité des marchés financiers, Mtre. Girard was an associate in a law firm, practising as a litigator primarily in criminal, penal and human rights law. During that time, she served as an ad hoc federal prosecutor for the Royal Canadian Mounted Police, a defence lawyer, and a prosecutor for several municipalities. Mtre. Girard was involved with various provincial and national committees for the regulation of financial markets and the administration of justice. During her career, she was involved with a number of associations, including the Association des procureurs des cours municipales du Québec, as founding president, and the Association québécoise des avocats et avocates de la défense, as vice-president. In the past few years, she has given a number of training courses, in particular on behalf of Université Laval in conjunction with the "Programme civil de formation des enquêteurs de l’Administration publique québécoise" (civil training program for Québec government investigators), at the École nationale de police du Québec, and on behalf of the Collège des administrateurs de sociétés. She obtained a law degree ("licence en droit") from Université Laval in 1992.
